The carburettor on your pipe is to let you clear the entire hit from the tube. When you have taken almost as much as you can hold, then uncover the carb hole. This lets in air to help in clearing the smoke from the pipe.
Yes you do get a better high when you hold your smoke because your lungs only process 1/3 of the smoke when you inhale regularly. Holding your hit for three times as long as your breath will get as much THC into your system as doing three hits normally.
