As stated above, between 10 and 2 are where the strongest dose of ultraviolet occur. Between those two hours, you should limit your exposure. I challenge the 10 minute idea. I'm out in the sun for hours with no, repeat, no bad reactions. It's all about conditioning. Diet plays a role as well. Read this:

Avoid the sun between 10am and 2pm, when its at its strongest. 10 minutes is the maximum you should be out in it, without a ton of sunscreen.

The sun is at its strongest between 10 and 2, so if you can, avoid spending too much time out in the sun then. Always wear sunscreen, even if it's cloudy out. There's no real limit to how long you can be out in the sun; as long as you are sunscreened and stay hydrated, you should be fine. Getting enough sunshine is very important, even though in this day and age people are afraid of the sun and skin cancer. Give it a couple decades and people will be afraid of rickets.

Clarifying above posts. Being exposed to sunlight for 15-20 minutes is sufficient to produce your entire daily requirement for Vitamin D. Any excess Vitamin D produced is broken down.

The morning sun is the most revitalizing. The sun gives us many benefits and it's good to be in the sun as much as is practical. The midday sun is the hottest so if you're in a hot climate go back indoors before 11. Sunlight can give you a high.
