Where you work and collect payment for service, that's where you need to be licensed. So, by your hypothetical situation, you need a NJ license.

Just letting you know, you can do SOME massage and collect fees for service in neighboring states of where you're licensed (PA, NY, CT) but it cannot be frequent. Also doublecheck your malpractice policy, it should also cover you doing services in neighboring states.

Considering your hypothetical situation, I recommend you get yourself licensed in the home state (NY) and your work state (NJ). That way, in case you decide to quit/fired from NJ, you can find immediate work in either NJ or NY.
