Horny Goat Weed supplements are unproven to cause anything but interactions with blood pressure medications. However, most products claiming to contain Horny Goat Weed, actually only contain other herbs, whose effects as sexual stimulants are not dramatic. At best, they affect blood pressure, at worst they can cause internal bleeding. The thing about buying "supplements" which are not regulated by the FDA is that they may not contain any active ingredients at all. In that case, the only harm you do may be to your wallet or the worst case scenario, it could be imported from a country with poor production standards and could contain harmful substances like lead or other heavy metals.
If it costs a dollar and it sounds too good to be true, it's probably just sawdust.

Horny Goat Weed is known as Yin Yang Huo in TCM (Traditional Chinese Medicine), and is used for (among other things) increasing libido. It has been shown to increase sperm production and increase hormone secretions in tests according to the text by John Chen. However, I can't speak for the quality or purity of the stuff in the machine you are talking about, so I'd avoid it. If you are interested in using herbs to improve libido/sexual function, I would suggest visiting a practitioner of TCM who works with herbs.
