Putting into a joint wastes it. It should only be smoked through a water bong (that makes it smoother, trust me), and yes a torch lighter is preferable, but definitely water bong. If you are going to spend the money to try salvia, invest a little and do it right, and feel the awesomeness. You can get a water bong at any head shop. "Salvia" is another name for sage. There are dozens of types of salvia, and only one is thought to get you high, that's salvia divinorum. You can smoke sage however you want to, but only that one species will get you high, the rest will just taste disgusting and make you cough until your eyes pop out. If you burn it in a joint you will probably be unable to inhale it. The smoke is seriously harsh.
Sage is sometimes smoked in rituals. Sometimes it is taken orally to reduce lactation to wean a child off nursing, or as a general lung tonic.

I'd say it depends on your purpose for smoking it. Saliva divinorum, also called Indian Tobacco or Indian Sage can be smoked in all of the standard ways including rolled up in paper. I think using a bong would be seriously harsh as it means getting such a concentrated hit all at once. Better to share or enjoy a leisurely smoke rolled up cig. style or try it in your peace pipe for ritual overtones and creating sacred space. If it is a visionary experience you seek, I highly recommend using the ritual pipe and sharing with an experienced shaman/spirit-traveler.
