Make sure it's not something like lice or some other major condition. Maybe you're allergic to your shampoo.? I know from experience I can't use shampoos with anything citric in them cause I itch like crazy.
Perhaps your scalp and hair are just really dry and you are in desperate need of moisture. Buy an oil (like coconut or sweet almond or olive oil) and massage it into your hair. Or you can buy a special oil from the store, like rosemary hair oil. It will make your hair oily, so you might want to do it on the weekend so it washes out by monday. You sure you don't have lice.? Cut yourself bald and see if your scalp improves. Wear a beanie since it's winter anyways. It might be the shampoo you're using. And don't use hot water, hot water burns your scalp and drys out the oils on your scalp. Use warmwater instead.Health Question & Answer
