Answers:
That's not "too much"... but I think whoever said that was either trying to sell their specific formulation like that (because that's a rather unusual dosage) or they were grossly misinformed.
First, bioflavonoids help the absorption of the Vitamin C, so most Vitamin C products will have either bioflavonoids or some other nutrient/herb that has them in it (like Rose Hips, for example).
Second, bioflavonoids that are most commonly in those Vitamin C are commonly added at about 100 mg per 500 mg of Vitamin C, so a 1,000 mg pill of Vitamin C would have 200 mg of bioflavonoids (totaling 1,200 mg).

All that being said, 100 mg per 500 mg of Vitamin C is typically all that's needed to help absorption. Usually 500-1,000 mg is the most that people can really absorb at once (depending on their tolerance). You can buy formulas like this at any health food store and they are good for basic minimal health, especially for the antioxidant benefits.

Now, with all that being said, Vitamin C doesn't really help with menopause or hormonal issues, but there are a few herbs that do. The most popular natural products for hormone support would be Dong Quai, Black Cohosh, Vitex (also called Chasteberry), Wild Yam, Damiana Leaf, Motherwort, GLA (Gamma Linolenic Acid, commonly in Borage Oil and Evening Primrose Oil), and some Soy germ products.
Good luck!Health Question & Answer

Too much C can create a problem as it can create too much of a detox.
This is especially bad if you take a C created in the laboratory - such as anything that says ascorbic acid.
