Which OTC medication would you recommend for eczema rashes?!

I have chronic eczema but i manage to keep it at bay..except for right above my lips. It seems every few days, i get eczema rashes atthe spot right above my upper lip (and sometimes, the area around my mouth ends up inflamed, too). I have tried Coritzone 10 but all that stuff does is dry out my rash (sometimes it makes it worse). fellow eczema suffers,please tell me what you'd recommend I use. I'm trying to avoid going to the dr because I am currently uninsured, but it looks like i might not have much of a choice. also,what drug store facial moisturizers would you recommend.?
