There are many reasonable reasons this could be:
You might have gotton a bad bruise, and it just might not hurt (i've had 1 of these before_)
you might have gotton something on your pants, and it soaked through.
You might have a pigment disformation, i have 1, But it is white, idk is you can get a blue 1... i should have gotton rid of it, but i haven't yet. If it is the pigment thing, go to a doctor, because it can spread.
