i was having protected sex with a girl. suddenly i realized that her periods started. the blood was on my condom. after we were done i asked her to remove the condom. while she was doing so, some of the blood(maybe a drop or two) spilled onto the skin over my penis. i just tried to wipe it off with my underwear. after 5-6 minutes i washed the entire region also with soap & water.

Not likely at all, don't freak out. In order to get HIV you have to have a blood to blood connection. You were wearing a condom, so the chances of her blood actually getting inside your penis are unlikely. HIV does not live in open air. You are fine. : )
