I just can't believe it and was stunned when I heard it.
The really upsetting thing is that since doctors don't know what is wrong, they could be mistreating a problem they cannot find.

even a placebo is a treatment, so it's not insurance fraud if the patient gets better because they believe the medication worked
The current placebo prescriptions are not necessarily "sugar pills", many doctors are prescribing antibiotics and even what is the equivalent of over the counter pain killers. It can buy time - either for the patient to improve as he would have anyway or for additinal symptoms or tests to be done for a better diagnosis.
