Yes, it isn't normal to have temporary teeth at this age. There are some permanent teeth that are congenitally missing or impacted teeth. That's the reason why some temporary teeth do not exfoliate and remain in your mouth. Sometimes when you had premature extraction of your temporary teeth due to severe tooth decay when you were younger, and you didn't wear space maintainer, the space usually closed up leaving the permanent tooth embedded in your gums.
You should see your dentist and have xrays taken to better diagnose the problem.
