Question: Why are toothbrushes illegal in the UK.?

Hello. I'm just wondering about this, but I heard that toothbrushes were illegal in the UK - well, if toothbrushes are illegal, then what do you use to clean your teeth with.? And btw, I'm an American... so... :)
