They can, but it would look funny.

I was missing my top right second incisor (the tooth second from the centre on the right side). My ortho actually made the space larger and diverged the roots of the neighbouring teeth within my jaw to make room for an implant. My retainer had a fake tooth on it, then I had a bone graft, post implantation and tooth attachment to fill the space. It was really expensive (and not covered because it's technically 'cosmetic'). You could also get a bridge or dentures to fill the gap but just moving the other teeth in would make your smile unbalanced.Health Question & Answer
