Most department stores (M&S in the UK) stock "Minimiser Bras".
They aren't the most attractive items but hold you in more tightly that regular bras.
The only permanent way to reduce their size would be reduction surgery. On the NHS this can be done for free but only if their size and weight is causing you physical discomfort - i.e. back, neck and shoulder pain, can't sleep on back as they affect breathing, can't sleep on front due to size - that kind of thing.
