Answers:
Stairs will build muscle (eventually......obviously not in the first couple of weeks). Muscle will decrease your body fat, but will not make your thighs smaller. They may remain the same size, but be toned.

Weight loss (or loss of inches) to a specific area is difficult. Any exercise that builds muscle will keep the weight (pounds) the same or greater, but may increase size.

Health Question & Answer

If you climb the stairs two at a time and briskly. Slow movements build muscles, fast movements burn fat. I would also suggest that use the bannister and make sure that you are lifting your weight with the gluteal muscles and not the calves or the front part of the thighs.
Practice this movement a few times going up one step at a time, then try two steps at a time. When you come down, come down two steps at a time.Health Question & Answer
