One: Just because your eating healthy doesn't mean you shouldn't watch the intake. Maybe try having two glasses of water before your meals and then eating, so you eat less and feel full quicker. Two: How long are you exercising.? How often.? If you exercise for 10 mins a day it could tone up your body, but it might not do much. Go for a 30 min walk and make sure to stretch afterwards, that way you don't strain a muscle.

Three: It could just be muscle. Remember that fat weighs less than muscle. How long have you been eating healthily and exercising.? If you've just recently changed your lifestyle to this then you can't expect wonderful results immediately. Give it time.
