In order to burn fat, you need to have more lean muscle, and that means you need to grow your "big" muscles, such as your chest, arms and legs. This includes women too. And don't worry, you will not end up looking like a bodybuilder! also, add some cardio exercise, but don't overdo it! Running on a treadmill for hours and hours is not a good exercise strategy.

Now, you can add some flat tummy exercises to your routine as well. Just make sure they do not make up your whole exercise routine.
