my left arm is 14" my right arm is 16" (biceps)
my left chest can tense for them my right chest

So you are right handed.?

The dominant arm/hand is usually stronger. You're just noticing it in your bicep growth. What you'll need to do is make a conscious effort to train your non dominant arm just that bit harder each session to get it to catch up to your dominant arm.

You don't want to bench with barbells or curl with barbells. You'll need to use dumbbells to guarantee that your dominant arm is not picking up the slack from your non-dominant arm.

So change your training up a bit and don't worry if it takes around 4-8 weeks before you start seeing some growth change, as you'll likely see some strength improvement before size.

if you want to even out your body with extra weight lifting on one side, it will take ages, and will never be EXACTLY the same as the other side.

the best thing to do, is to stop training for two or three days, and have foods with plenty of protein and carbohydrates. Your body should naturally even itself out.
