It's called a pump, and yes it feels great, but it doesn't always mean you had a great workout. I could bench 50 lbs for 100 reps and get a pump, but my workout wouldn't be very good or I could bench 275 lbs for 5 reps and get a pump, AND a good workout. It simply means you where holding weight for a while there by the muscles adapted to this and when you put the weights down your muscles where still tensed to hold the weight you where holding. there by making your arms feel lighter.
