Answers:
Early morning and late evening sun is far less harmful to your skin. I wouldn't worry about the risks because the UV radiation is very weak at these times. Of course if you are concerned about skin damage minimize your exposure from 10am to 2pm (3pm if on DST).

There is a very large difference in radiation strength from the sun at the horizon to the noon, overhead sun. And that's a fact.Health Question & Answer

No , it's good for your skin , it provides it with some vitamins and minerals. My mum used to take me outside in the sun light when i was young . But there is a time when it's safe and a time when it's not. For me i think the sun light is good until 9:00 am . In fact i also live in the Philippines.Health Question & Answer

It isn't any more or less harmful than the sun at noon or sundown, sunscreen is still a good idea if you don't want to take the risk of any long term effects.Health Question & Answer
