Of course they can, if the price is right. It cost a lot of money for chemicals to make what you want. It would be cheaper to buy the drugs at a drug store because it is proven safe for you.

The only chemists that would have knowledge of medications is the chemists who work for the company that makes the medications.
They certainly would not prescribe medications.
