I don't really understand my boyfriend. I like him a lot and he is very affectionate towards me but then he will sometimes say things that will make me upset. And sometimes he acts like there is something better going on than hanging out with me, but then other times he acts like all he wants to do is hang out with me and that he doesn't care about anything else. It doesn't make sense to me and makes me really frustrated but I like him so much I pretend it's not happening... i sometimes tell him that I'm upset but then he will just start getting upset and talk about how he's not a good boyfriend and that he only wants to make me happy. How many times have you told him this already.? And he still plays the poor me card when you call him on it.? Sounds a little manipulative, even if he doesn't realize that it is.
Break it off and be single for awhile or start hanging out with your own friends more often. Don't wait around for him to decide if you two will be getting together or if he's going out without you. You might care about him, but it's obvious that he doesn't return that same affection.
Maybe after he sees that you have a life outside of your relationship with him he'll begin to make the relationship more of a priority. If he doesn't, then you have your answer.
