I'm not a vet a but anything like that should be addressed by a vet. It could be a complication from the cut or something new. also I think you should re-post this under the pet section. You posted it under the regular human health section. I believe you might get a better answer there. It might help to also describe what the bumps look like and if there has been any changes in your dogs lifestyle (ie. food, behavior, did you take your dog someplace where he/she could have encountered any kind of bug bites or plants that could have caused a rash) when you re-post.
