Its is not an excuse in that case. The guy was a psychiatric patient. Working in the mental health field myself, i have a good understanding of clinical risk assessments and patients history. Now, if someone who is a psychiatric patient (which pretty much means they are mentally ill) goes and kills babies dressed as a clown, i would say that the guy was pretty messed up and the people who work with him are not doing there jobs properly and he should have never been let out of his institution and should never be let out againHealth Question & Answer
