Try practicing breathing from your abdomen instead of your chest.
Inhale thru your nose; exhale thru your mouth; rest. Do each for a count of 3. Practice for 5 minutes at a time. Make sure your stomach inflates when you inhale & deflates when you exhale.
This ought to also relax you.
Part of what you need to do is just practice talking with people & remember to keep talking at a medium pace.
When you have to talk to people who intimidate you; try to ask yourself "What's the worst that can happen.?" Is it really that bad.?
You could also work with a speech therapist who will help you with the loudness of your voice & enunciating your words better.

Could just be nervousness then. Perhaps you get shy when trying to think quickly or when you're intimidated.
Try speaking loudly and clearly to yourself or a friend and see what happens.
You could try speaking slowly and making a conscious effort to project your voice next time you're in a situation where you'd usually mumble softly. Health Question & Answer
