Explain to her what will happen if she doesn't pay the water bill. Explain that she wont be able to clean herself, cook food, etc. If she still refuses then if it is your job to help her with her money than just pay the bill for her, with her money of course. Just explain to her, as you would any other person, that paying the bill is necessary and what will happen if she doesn't. also ask her why she doesn't want to. Don't talk down to her at all though(not assuming you are but just a pointer).
