A neonatalogist manages care of neonates ( infants from birth- 28 days old). They attend high risk pregnancies, intubate and care for premature babies and are essentially a neonatal doctor. Usually if a baby needs surgery, (ex. heart is a common one), there are surgeons who specialize in this field of medicine that perform these. You wouldn't want you gynecologist to perform a knee surgery on you, right.?.?.? These guys are not surgeons.

neonatologists spend 16 years becoming what they are and what they do
so they probaly do preform surgeries, but depending on the need. if its with the heart usually a cardiologist would preform that surgery etc.

edit* high risk pregnancies are looked after by a parinatologist, my friend hollyy is expecting triplets
