Depends on what you are doing. Power cords for hand tools and other temporary use is ok, but you have to be careful that don't create a trip hazard. Temporary use is usually defined as less than 90 days.
Power cords for permanently installed equipment is different. See if this helps:
OSHA 1910.305(g)(1)(iii) says that flexible cords and cables may not be used:
A - As a substitute for the fixed wiring of a structure;
B - Where run through holes in walls, ceilings, or floors;
C -Where run through doorways, windows, or similar openings;
D -Where attached to building surfaces; or
E -Where concealed behind building walls, ceilings, or floors.

I know that we had to put up hooks from the ceiling and run all extension cords on them so no cord was on the ground.Said it was a fall issue. It was fairly easy though and it looks much neater now that they are all overhead. Health Question & Answer
