As you mature, you body secretes hormones at different times and different levels. These hormones cause changes to occur, hair growth "down there," hair in your arm pits, and your breasts growth. Unfortunately, these hormones are not always evenly distributed, sometimes breasts grow at different rates and different sizes. Eventually, things will even out, in the meantime your legs and breasts will "tingle" occasionally, that's just a sign that you're growing.
