Most women do not have a bra that fits correctly - go to the foundations dept of a quality department store(Belk's, Dillards, Macy's, etc.) and ask if they have someone that could help measure you for a correctly fitting bra. You should be running in a bra without elastic straps, that fits snugly or even a sports bra-that will help with the bouncing. That happened to me also. Guys would stare, and girls would make snobby comments.
It turned out that I wasn't wearing the right bra size. You should measure yourself to make sure you are using the correct size of bra.
