well some ways of knowing you are starting puberty include:
boobs beginning to grow
discharge in knickers
tender boobs
hips widening
underarm and pubic hair growing etc etc
there is no way of knowing precisely, but you usually have discharge for at least a year before starting your periods.
find out what age her mum started - girls often start at around the same age.
of course it is possible at 10 years old especially if she is an early developer, although the average is about 12 years old for periods. but youngest is 9 years old. you never can tell, you just have to be patient!
as long as she is prepared at all times she should be fine! she shouldnt worry.

it just happens, i don't think that there is any way of telling that it is going to happen at a specific moment.
It is possible that she can get it @ 10, my friend got hers when she was 10.
