Hun i went through exactly the same thing......
Even when i left school at nearly 16 years old i was only an A cup!!
I got teased saying the walls had more chest than me but now i am 26 years old and at the envy of all my friends as i have a DD cup now and yes they are all natural!!!
So it will come in time hun don't worry

Well, I think you should be happy with your body. Everyone is self-conscious of something with their body. Your friends that are joking about you being flatchested are probably also insecure about something in themselves, like their complexion, weight, height, intelligence or anything else.
It's unlikely your size is due to your premature birth. It's possible (but unlikely) that you have an endocrine or genetic condition. Turner's Syndrome is one condition that comes to mind. It can cause short stature and limit female development. Endocrine disorders can also cause delayed or absent sexual development. It is something to ask your pediatrician or family doctor. Believe it or not, doctors know that kind of stuff, and sometimes can even help (especially in endocrine disorders).
But it's probably not a disorder, and just your body type, and you should be happy with the things you do have (like good health, being intelligent, etc) and not worry about your body.

Don't worry about it, I was flat at thirteen. My younger sister would make fun of me because she was more developed. You will have your time, and when you get older you will find that a lot of guys don't even really like big boobs. Every body is different and you should love your body. Confidence is really important, if you don't like yourself people will find your weaknesses and play with them. You're only 13 years old. You are so very young. You still have years and years to grow breasts. Don't let what others say upset you. When I was 13 I was already in a 36 D bra. It was HORRIBLE!!!!!!!!! I would have traded with you in a second. I also got teased for having larger breasts. Just know that you will never make everyone happy. Someone will always find something wrong with you. Or me, or anyone. Thats why it doesn't matter! The only thing that matters is that YOU are happy and healthy.
I'm sure that ina few years you will be sporting bigger breasts then the ones teasing you. And if you aren't; then when they are 30 and their breasts are sagging from being so heavy, yours will still be perky and round! =)Health Question & Answer
