Not at all, tampons actually increase menstrual cramps.

Because tampons are bad for vaginal health they increase the risk of menstrual problems such as menstrual cramps, particularly vaginal splitting and vaginal ulceration caused by the drying from tampon use can increase general vaginal pain. Tampons can also increase menstrual cramps as when they expand they can add to bloating and lengthways expanding tampons such as Tampax can also expand into the already sensitive cervix.

Menstrual cups however in comparison do decrease menstrual cramps.
