You can't make her stop - it's highly addictive and she has to come to that decision herself. You have to tell an adult, either your parents or hers. I know she'll hate you for it but it's the best thing to do. Maybe you can find a way to do it anonymously (send her mum an anonymous letter or something) but you have to do it now before her lying and stealing gets worse - and it will. Crack is one of the worst drugs she can take. She'll start stealing from her family and siblings, and when she's coming down off getting high she'll be suicidal. Soon all she'll care about is where her next high is coming from.

And if they're boyfriend and girlfriend and they have sex you can report him to the police for statutory rape. That would keep them apart.

AN answer that nobody likes buts seems to be true nonetheless. Most people grow out of drug use. Almost nobody is ever helped until the user is ready to be helped and by then not much help is needed. A job, a boy or girl friend, money, studies, something to help provide a distraction but dropping the drug use comes from the user, not from outside.
If the parents have enough money and are rational maybe they can help a bit but that is not likely. Having money helps but it is probably not critical. Time and growing up seem to be the only real solution to the problem.
