On the outside of the vaginal vestibule (in between all the folds), there are glands that secret mucus during sexual arousal. These have small bumps where they come out onto the surface, so what you are describing are probably just the openings of the gland ducts.
Herpes causes actual open, painful sores, not bumps. You would definitely know the difference if you had it. I see some people saying genital warts, and that is very unlikely if not absurd, because they would larger and more irregular, plus your doctor would be able to spot them and tell you when she examined you.
