*Theoretically* women ovulate about mid-cycle (about 14th day of a 28 day cycle). So the first 12 days or so of a cycle are the "safest" (because the egg hasn't been released -- theoretically -- from the ovary yet) but there is never a guarantee.

That being said, there is never a time when it is absolutely safe to have unprotected sex. This is because there is ALWAYS a chance that a woman can ovulate late or twice in one month or early or whatever.
