I think it really depends on the height and weight of the person. I wouldn't say there is an "average" size, as everyone is different. Additionally, "too small" would depend on the height and size of the individual.

34B is a normal, average size. I am assuming that you are a slender or petite woman because of the bra band size (34). B cups are totally proportionate to your frame, and I'm sure you look lovely. Enjoy what nature gave you, and don't be intimidated to wear sexy clothes or bikinis. Trust me, men don't care how big they are... they only care that you have them ;)
