You could try bleaching the hairs? Might make them lighter and less noticable?
They used to sell bleaching kits when I was a teenager, though I'm not sure if they still do. They might burn your skin.
Use a cream hair remover like Nair
you could just lay out and let the sun bleach it naturally. i know you said you dont want to shave, but an electric razor wont cut it all the way down, it will just make the hair shorter
If you are a guy, then why are you worried? hair on a guys legs, and chest are better than none.
What is the problem with having hair on your legs? You are a guy. If you had no hair there, it would look gay. You'll be fine. Alot of girls love hairy men. (Not me.)
