My doctor took me off Entocort for IBD and I think I am relapsing. What should I!

It sounds like you got off of the steriods too soon. IBD can take several months to completely heal. Though it is not necessary to take steriods the whole time, you do need to get past a certain point before going off of them. If you are relapsing, you haven't crossed that threshold yet. I'd go back to your doctor and start the treatment over again.
