No. Most doctors are cautious about talking about the practices of other doctors.
If the former doctor made mistakes, I would WANT the new doctor to get ticked off and TELL me!
In most cases Docs have a unwritten code to to expose other doctors for minor infractions that do not threaten a patients life. They will dummy right up if you say something negative about another doc in most cases. However, if another doc whom is treating you senses your health is in serious danger by continuing to see the doc in question, that doc now treating you may drop a strong hint to deter you from seeing the doc in question.

Doctors are human and they complain like the rest of us. Maybe the nurses are sick of listening to it - so now he/she is complaining to patients. Doctors want us to think they are smarter and better than the rest of us, but I know the truth.
