Who was the one doing the considering? It's pretty arbitrary, and opinions are different with different people. Some people may have Yangtze fever, some may have Congo fever, some may have Amazon fever, and so on.
Yangtze fever - you think Asians are hot
Congo fever - you think Africans are hot
Amazon fever - you think Hispanics/South Americans are hot
Me? I can't get enough of Hispanic chicks. Nothing like a gorgeous brunette with all the trimmings and curves, and that Spanish loving tongue.
It's just an estimation contest thing. It's all really a close call. It's something that statistics people would count if they were bored. Trust me, can be anyone. Even met someone from Sri Lanka and she was HOT. And someone from Brazil that was beautiful.
And of course it depends on people's view of beauty. This one thing I read about was that there was this one native tribe in Africa. When they saw white people (an American observer), they thought they were ugly because of their pale skin.
That doesn't really count, but it's still individuals' tastes of beauty. Take Angelina Jolie for example. Some people think she's pretty because of her lips. Others think that she's not because of her lips. Different tastes is really the thing

Anywho, it's just a generalized estimation. Nothing to be concerned or outraged about.
