that's kinda easy, the person needs to keep their self's clean and use person hygiene items and keep it up, or they need to clean their house up.

It can completely limit how one thinks, acts, responds to others, etc. This, of course, is the tip of the iceberg, but if the person has given up caring at all about how they live then this may be a place to start. Call their PCP and voice your concern. An unhealthy living condition can also lead to severe physical problems too. Best wishes.

Any mental condition will do this. Depression, manic depressive, schizophrenia. This person needs to see a doctor and get counselling and medication.
I wouldn't necessarily say that there is a specific mental condition for these behaviors. Perhaps the person doesn't know about there condition and therefor they wouldn't be able change it. They could have a mental condition and therefor they wouldn't be paying attention to "simple" things like hygiene. Other than a serious mental condition or just plain lazyness, there can't be a logical answer as to why someone lives that way. Perhaps they just weren't taught well by their parents and therefor don't practice good hygiene. Try letting them know in subtle ways like talking about how you got this new body wash and it smells great so they should try it. Try telling them about new cleaning products that you tried and they should use them also. I don't know... I hope this helps!
Attention defecit disorder..so am told. I have it and it causes depression. When the "fog" is thick i don't shower or shave. Not always filthy but always a junkie.specially the garage!

Diogenes Syndrome! Poor hygiene and self care can be related to a number of psychiatric conditions including depression and schizophrenia. But if u add filthy living it could be something else. There is a condition called Diogenes syndrome which is characterised by extreme poor hygiene, filthy living, collection of unnecessary things, etc. They r sometimes called squalor! I knew one, her house was literally inhabitable for any sane human being, packed with dirty stuff, faeces everywhere and a dead dog. The public health dept had to be called in. She was sleeping in there!
