What is the best exercise for a woman to tone her arms?!

for biceps do preacher curls or free standing dumbell/barbell reps.
triceps do cable pull downs or skull crushers (the name is worse than it sounds)
you don't really need to worry about your forearms.
do low weights and high reps to tone muscles and high weight low reps to build muscles. you should not train to failure if you want to tone.
