These are probably sebaceous cysts, which are completely normal. They don't cause any problems unless they get infected; then they get filled with fluid and are usually painful. If that happens, you'll probably want to see a doctor, but if they're just there and not bothering you, then it's nothing to worry about. They aren't related to PCOS.

However, some women with PCOS get hidradenitis suppurativa (HS). These are painful sores in the groin and pubic area and they are related to PCOS--specifically, to an overabundance of androgen. It doesn't sound like what you have, though, if yours aren't painful. But here's a link about it since it's useful to be aware of it.
