It sounds like depigmentation. This is sometimes caused by over sun exposure. If you kill the Melanocytes in your skin (produces melanin which gives skin its color). Then It wont produce pigment anymore and cause white spots. Could also be skin cancer.But it could also be a disease called vitiligo a serious skin disease. Get it checked out!

sounds like a rash. If it itches, treat it with benedine or take benedryl. If it doesn't itch, try skin creme. If something different, see your doctor.
