Most people's legs aren't even, but if there's a significant issue, it can be attributed to several things. Polio could cause that, but you'd know if (s)he had contracted it somewhere down the line. It could just be some sort of genetic mutation.
If it poses a problem in his/her ability to function, see a doctor about surgery.
You should see a doctor regardless.

you can get specail shoes with different size soles
there are spaecial make shoes that they can wear to make them the same size but it is not much you can do with that but let it be or maybe undergo surgery
my husband has a leg a little longer, he has bad back problems because of it, he is supposed to wear a thicker insole in one shoe, but he doesnt.
