It really depends on the look you're going for. For most, lighter skin is part of it. And over the top eye make-up is a must. The best brands are Amphigory (they have a great online store), Manic Panic (the punk orignial), and Stargazer (hard to get in the US). Urban Decay used to have some good stuff, but not it's mostly boring stuff.

It's all about red eyeshadow. What I usually do is use a light pink base all over my lids, then I go with a hot pink from the crease to the lash line. Then I do black eyeliner on my upper and lower lash lines and finish it off by smudging it with dark red eyeshadow.
Or if you want to go with dark lipstick, line your lips with a black or dark brown pencil. Then go with whatever lipstick you want. Line your lips again with the pencil and make sure the lipstick and lipliner blend nicely. I like using Chanel Vamp. Sometimes I'll use a brighter red like Revlon Certainly Red or hot pink like Estee Lauder Smart Pink.
