I know that if you are on disability you can apply for. Only if you are the guardian of a such person. You may want to call your local social services office and see what you are eligible for. It is highly possible that you could be eligible under this circumstance

I believe someone with a debilitating condition like cerebral palsy would be considered at least partially disabled in the legal sense.
