It depends, if they are addicted, meaning they "have to have it" on a regular basis, you cannot do anything. They have to want to quit and get help doing it.
There are several ways: tell his/her parents, peer pressure to stop, christian intervention, tell his/her pastor. Basically letting appropriate community leaders know about the problem and taking positive action is the best way to go.

I do it quite often to others and not just for pot.
Stop being his friend till he stops. Suggest counseling at your local church no risk no cost - lots to gain.

write anonymous letters like --this is the landlord and we suspect a foul odor comming from your unit.
then call the drug and alcohol home visitor to an appointment for this person when you know theyll be home.
hide the skunky stuff somplace.
send everyone you know to the dudes house trying to buy this stuff.
get them a spiritual book.
call the police on them ?
get them to start smoking crack
